Urban Projects Finance Initiative (UPFI) : UPFI 3 East Facility 2024 - 2028

The "UPFI 3 East" Facility (or UPFI) is a European Union (EU) fund dedicated to the preparation and implementation of urban development projects in the five Eastern Neighbourhood countries: Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
The Facility will be active for a total period of five years, from early 2024 to end 2028.
UPFI is a Facility implemented by the Agence Française de Développement (AFD), in partnership with the EU and the European Investment Bank (EIB). It is a multisectoral Facility covering a wide range of urban-related themes (solid waste management, housing, cultural heritage, tourism, climate resilience, spatial planning, public transport, public services, networks, buildings and energy efficiency, economic development, water and sanitation, etc.), thereby addressing the multiple challenges faced by cities in Eastern Neighbourhood countries.
The overall objective of the Facility is to create and foster an enabling environment for investment. To this end, UPFI finances technical assistance (TA), implemented through various instruments such as feasibility studies for project preparation, capacity building, and policy dialogue.
