Eastern Africa: an inclusive urban growth

Eastern Africa's long-rural population is urbanising at a remarkable pace, creating major challenges for cities in terms of services, housing, and equity.
AFD supports this transition by financing climate-resilient infrastructure, reducing socioeconomic inequalities, and strengthening the capacities of local authorities. Through programmes such as the Urban Fabric Initiative and the CICLIA fund, AFD supports participatory approaches and nature-based solutions to make cities more inclusive and sustainable. The agency also works on developing intermediary cities — such as Tanga and Mwanza — to rebalance growth dynamics across the region. By improving fiscal transfers and local governance, AFD contributes to building the financial capacities of local governments. A vision built on four priorities: local capacities, climate-resilient infrastructure, reducing inequalities, and multi-stakeholder governance.
